Vluchtelingen zijn welkom in Rijswijk, liefst in het huidige AZC

Geacht college,
Geachte leden van de gemeenteraad,
In Rijswijk moeten vluchtelingen zich welkom blijven voelen. Ik roep u op om menselijkheid op één te zetten en te zorgen dat onze gemeente ruimhartig haar bijdrage blijft leveren aan de opvang en huisvesting van vluchtelingen. Daarom vind ik dat vluchtelingen welkom moeten blijven in Rijswijk. Het liefst in het huidige azc, desnoods op een andere plek.
In het nieuwe collegeakkoord staat dat de gemeente het contract met COA op het Hof van Elsenburg in mei 2027 wil beëindigen. Het college wil in de toekomst voor vluchtelingen alleen doen “wat wettelijk moet en onvermijdelijk is”.
Ik vind dat een harteloze opstelling. De gemeente Rijswijk heeft de afgelopen jaren juist laten zien haar bijdrage aan de opvang van vluchtelingen te kunnen en willen leveren en ik begrijp werkelijk niet waarom deze koerswijziging nodig is.

Dear Members of the Municipal Council,
Refugees must continue to feel welcome in Rijswijk. I urge you to prioritize humanity and ensure that our municipality continues to make a generous contribution to the reception and housing of refugees. That is why I believe refugees should remain welcome in Rijswijk—ideally at the current asylum seeker center, or at another location if necessary.
The new coalition agreement states that the municipality intends to terminate the contract with the COA regarding the Hof van Elsenburg site in May 2027. In the future, the Executive Committee plans to do only "what is legally required and unavoidable" for refugees.
I consider this a heartless stance. In recent years, the municipality of Rijswijk has demonstrated both the ability and the willingness to contribute to refugee reception, and I truly do not understand why this change of course is necessary.

Waarom is het belangrijk?
1. Rijswijk heeft nu een (nood)opvanglocatie voor 350 vluchtelingen. De gemeente Rijswijk wil het contract met het COA niet verlengen de locatie op 1 mei 2027 sluiten, zonder een alternatief te bieden. De gemeente en provincie moeten voor 1 december 2026 duidelijk maken hoe vluchtelingen in de provincie en dus ook in Rijswijk worden opgevangen. De minister voor asiel maakt volgens de spreidingswet uiterlijk op 31 december 2026 een verdeelbesluit. Wij willen dat de opvang voor vluchtelingen in Rijswijk goed geregeld wordt, het liefst door de huidige locatie open te houden.
2. De locatie voldoet goed voor vluchtelingen en voor de inwoners van Rijswijk: veilig voor de asielzoekers en zonder overlast voor de Rijswijkers.
3. Het sluiten van de locatie leidt tot onmenselijke verplaatsing en onzekerheid voor de daar wonende vluchtelingen, veelal gezinnen. Er zijn 54 kinderen die als ze de leeftijd hebben in Rijswijk naar school gaan. De locatie sluit op 1 mei, maar het gesleep met mensen begint al eerder.
4. Bijna 100 van de bewoners van het azc werken en betalen voor een bed (ca. €550) en voor hun eigen eten. Zij dragen bij aan de lokale economie. Ondernemers verliezen hun werknemers. Nederland en ook het Rijswijks college wil dat vluchtelingen werken en bijdragen aan de samenleving. Dit wordt door de voortdurende verplaatsing van vluchtelingen onmogelijk gemaakt.
5. Er is een grote groep vrijwilligers actief betrokken bij het wel en wee van de vluchtelingen. Dat is belangrijk ‘sociaal kapitaal’ dat niet verloren mag gaan.
6. Opheffen van het azc (noodopvang) is kapitaalvernietiging, vooral als je daarna als gemeente weer gedwongen wordt onder de spreidingswet een nieuwe opvanglocatie te openen.
7. De gemeente krijgt van het COA voor het gebruik van de locatie circa euro 2 ton/jaar en extra geld voor onderwijs en gezondheidszorg. De opvang kost de gemeente Rijswijk niets extra.
8. Openen van een nieuwe locatie brengt potentieel maatschappelijke onrust met zich mee. Dat is volstrekt onwenselijk en onnodig, zeker als de bestaande voorziening blijft bestaan.
9. De huidige coalitie wil geen vluchtelingen opvangen en heeft gezegd dat de regio dat maar moet oplossen. Zij vindt dat Rijswijk al genoeg gedaan heeft. Willens en wetens loopt de coalitie op een muur af omdat zij ook weet dat de regio de opgave voor vluchtelingen voor de gemeente Rijswijk niet zomaar overgenomen wordt.
10. De coalitie wekt de schijn naar alle Rijswijkers dat Rijswijk niets hoeft te doen. Dat is onjuist en kiezersbedrog, terwijl zij transparantie belooft.

Why does this need to happen?
1. Rijswijk currently hosts an (emergency) shelter for 350 refugees. The Municipality of Rijswijk does intend not to renew its contract with the COA (Central Agency for the Reception of Asylum Seekers) and plans to close the facility on May 1, 2027, without offering an alternative. The municipality and the province must clarify—by December 1, 2026—how refugees will be accommodated within the province, including in Rijswijk. Under the Distribution Act, the Minister for Asylum Affairs is required to issue a distribution decision no later than December 31, 2026. We want refugee accommodation in Rijswijk to be well-organized, ideally by keeping the current facility open.
2. The facility works well for both the refugees and the residents of Rijswijk: it is safe for the asylum seekers and causes no nuisance to the local community.
3. Closing the facility would result in the inhumane relocation of—and uncertainty for—the refugees living there, many of whom are families. Fifty-four children live in the centre and attend school in Rijswijk (if they have the required age). Although the facility is scheduled to close on May 1, the upheaval of moving people would begin well before that date.
4. Nearly 100 of the asylum centre’s residents work and pay for their own beds (approx. €550) and food. They contribute to the local economy. Local businesses would lose their employees. Both the Netherlands and the Rijswijk municipal executive committee want refugees to work and contribute to society; the constant relocation of refugees makes this impossible.
5. A large group of volunteers is actively involved in the well-being of the refugees. This represents important ‘social capital’ that must not be lost.
6. Closing the asylum seeker centre (emergency shelter) represents a waste of resources, especially if the municipality is subsequently forced to open a new facility under the Distribution Act.
7. The municipality receives approximately €200,000 annually from the COA for the use of the site, plus additional funding for education and healthcare. The shelter entails no extra cost for the municipality of Rijswijk.
8. Opening a new location carries the potential for social unrest. This is entirely undesirable and unnecessary, particularly when the existing facility remains available.
9. The current coalition does not wish to accommodate refugees and has stated that the region should resolve the matter instead. They believe Rijswijk has already done enough. The coalition is knowingly heading for a dead end, as they are aware that the region will not simply take over Rijswijk’s refugee accommodation obligations.
10. The coalition creates the impression among Rijswijk residents that the municipality need not take any action. This is incorrect and amounts to misleading voters, despite promises of transparency.
